CAT GLUED TO INTERSTATE HIGHWAY

This poor cat is lucky to be alive. Timothy- his new name- was found by a couple driving along an interstate highway in Minnesota. They thought he had been hit by a car. I’m guessing it was because he didn’t move while he was on the side of the road.
When the couple stopped to help him, they hadn’t realized his paws were glued to the road and inadvertently pulled off part of his pads and claws.
Now, tell me what bastard(s) could and would do this to a defenseless cat? I bet you these sick people must be sitting back and having a good laugh as they saw the cat on the news since only a sick person with a sick mind could possibly do this unthinkable act of cruelty against a cat.
Thankfully, Second Chance Animal Rescue has stepped in to help Timothy. Timothy is in a foster home and hopefully will never have to endure insurmountable pain as this.
Is it me or are the acts of animal cruelty getting worse? Or is it the age of news 24/7 that has played an impact on the animal cruelty stories we see and hear?
May the bastard(s) get caught or at the very least have to endure similar pain to Timothy’s.
