HOUSE BILL 39 PASSES IN THE SENATE

House Bill 39 was passed yesterday in the Pennsylvania Senate. This piece of legislation would prohibit debarking, c-sections, tail docking after five days of age and other surgeries without anesthesia and under the care of a licensed veterinarian. It appears we are moving out of the dark ages and into the present. This bill now goes back to the House where I don’t foresee a problem with this bill turning into law.
These procedures have been routinely done on puppymill dogs without the use of anesthesia. We are finally moving in the right direction for the puppymill dogs even though certain groups have been against this bill. I can’t even begin to comprehend why.
