SOMEONE WHO SHOWS AN INTEREST IN STRAY OR FERAL ANIMAL WILL BE FINED

In today’s Reading Eagle:
“In an effort to keep strays at bay, the Ontelaunee Township supervisors voted unanimously to advertise pet-ordinance amendments aimed at those who feed wild and feral animals.”
Apparently there are many strays or feral animals roaming the rural area. The township is fed up with the current problem. The residents will have to “either stop feeding the strays or take them to the shelter.”
This is what I find interesting:
Any person who cares for or shows an interest in an animal will be responsible if that animal goes onto a neighboring property. Residents will incur fines if they don’t abide by the the new pet ordinance amendments.
Ok….”shows an interest in animal…if that animal goes onto a neighboring property? What does that mean? If I lived in that area, does that imply if I pet a stray animal in my yard, I am then responsible for that animal?
Furthermore, how will anyone keep track of stray or feral animals that come into and leave your yard at any given time?
