This past July 7th, 27 cats and 2 dogs were found to be living in filthy, flea-infested conditions. Many of the animals were in severe medical distress. Mimi Bass, 2400 block of Bridge Street, Philadelphia, was found guilty (September 14th) of 28 summary counts of lack of veterinary care for the 27 cats and 1 dog. Baas was sentenced to pay $100 for each guilty verdict and not allowed to have an animal for a 90 for each guilty verdict. Bass will pay $2800 total and not allowed to have an animal for 2520 days (over 6 years!)
Many have found homes while several are still receiving medical treatment.

On June 16th, 17 cats were found to be living in filthy, feces-covered, urine-soaked conditions at Charolotte Simila’s residence, of the 440o block of Griscom Street, Philadelphia. Two cats were found to be deceased.
Simila was found guilty (September 14th) in absentia of 22 counts of lack of veterinary care and one count of unsanitary conditions for cats living at her residence. Simila was sentenced to pay a $50 fine for each guilty verdict ($1100), and prohibited from having an animal for 90 days for each guilty verdict (2,070 days) totaling over 5 years. Most of the cats have found homes. On subsequent visits by Humane Officers, Simila was found to have more cats which have been removed.
All 51 guilty verdicts were secured by the Pennsylvania SPCA.

This sounds better in terms of years not being allowed to have a pet. Still, I don’t trust either of them. I never will trust animal abusers. Simila had more cats in her house despite the Pennsylvania SPCA confiscating her animals. She hasn’t learned. I don’t think she’s capable. I find most people who “hoard” animals like these two women can’t stop what is in “their head.” It’s a mental disorder despite it not being said but it doesn’t take a genius to figure it out. I like the years they aren’t allowed to have any animals!!
The fines are too small and the ability to not own a pet sounds good but I think they shouldn’t be allowed to have any pets, ever. They don’t seem to have a clue how to take care of pets.
Why does one person think they can take care of that many animals especially someone living in an apartment. Weird people.

Hoarders. No they should not be allowed to have animals ever again. They’ve already proven that they can take care of the animals that they’ve had in their possession up until now. You’re the one woman who had cats again while being investigated shows you exactly what she thinks and of the guilty verdict. They don’t have respect 4 animals before the law. But I have a sneaky suspicion that they will get more animals.
Stupid autocorrect. Was trying to say that they’ve proven that they can’t take care of animals that they’ve had in their possession up until now. And one of the women had cats again before the guilty verdict was rendered last week. This shows there’s no respect for the law.
