Last Wednesday, January 18th, another dog was discovered tied up in a trash bag in the Philadelphia area and left to die. The 7 year old dachshund who has been named Frances was found by a good samaritan. France’s story is similar to Cranberry, the emaciated pit bull who was found in a trash bag in a remote area in Fairmount Park last year. Cranberry was saved by a woman and her dog who were hiking. Cranberry managed to make a hole in the bag for her head.
Pennsylvania SPCA’s Director of Humane Law Enforcement, Nicole Wilson said, “Dogs are not trash, and we urge anyone with information about this dog and the situation that led to its abandonment to come forward.” “This is the second case in recent history involving a dog being dumped in a trash bag where luckily a Good Samaritan has intervened.”
Wilson was a guest on my television show in December to talk about Cranberry’s case.
Sadly, Frances’s paralysis is a result of an old injury that resulted in a spine fracture (broken back) leaving her hind legs paralyzed. Who did this and why is not currently known.
A wheelchair cart has been fitted for Frances by the Pennsylvania Matthew J. Ryan Small Animal Hospital. She is currently being held at the PSPCA to make sure her condition is stabilized. She will be available for adoption in the near future. Watch Frances using her wheelchair on Fox 29 Good Day Philadelphia morning program. She is positively precious and happy!
A PSPCA spokesperson said the potential adopter would “ideally be someone who has had dachshunds before, but more than anything someone who is comfortable with the care that will accompany Frances.” “Although she has already been fitted for a doggie wheelchair and has a great quality of life, she will come with some medical needs that will have to be fulfilled. Being paralyzed from the waist down will require an adopter who is comfortable helping her go to the bathroom and recognizing that as she ages, she may face some additional challenges.”

I don’t understand why anyone, let alone 2 recent cases, would think placing a dog in a trash bag is the most sensible way to get rid of a pet. If you are thinking of getting rid of your pet for whatever reason, contact your local shelter or a rescue. Do NOT dump your pet inside a trash bag. Animals are living, breathing, sentient beings. They feel emotions much like humans. Frances was scared when found. She didn’t deserve this. She is so fortunate that someone found her since that wasn’t the plan. Instill compassion in your children for animals. Adults, pets are never meant to be discarded in this manner. Animals count on us to help them not hurt them. Frances is now looking toward having a positive experience in her new home. The PSPCA will make sure she finds the right home.

The person responsible for this evil act needs to be jailed. What happened to the other person who left the pit bull in a trash bag? Nothing. That’s what. Laws are a joke. Even if we get stronger laws they mean nothing if not enforced!
PA laws suck! says
Pennsylvania laws are among the weakest in the nation. Nothing will happen to the person who event thought of this. It’s so pathetic. Their claim to fame was having one of the strongest dog laws in the land. It became undone year after year that it’s back to where it started. It’s a joke. If animal abuse offenders know this, they won’t give a second thought to hurting or killing an animal. I’m so sick of this crap! Frances deserved better than this.

Why do they have a gofundme account for this dog? She has a wheelchair already. That’s another thing that bugs the crap out of me. Animal organizations seize upon every opportunity when they put out a story on animal; to raise funds. I don’t bother reading my emails from so many of them. Always asking for money. Hate it.

I can’t imagine how scared and frightened Frances left to die inside a trash bag. It breaks my heart. How can she ever trust anyone. Dogs rely on us to do right by them and then someone throws a dog away in a trash bag and left to die. These aren’t human beings. No normal human being would or could ever do such a thing. It is evil. Throwing a dog out like trash. These people have to be mental. It’s not normal to think like that. I guess they felt Frances was useless because she couldn’t use her hind legs which they probably caused. I get so angry when I read these articles. This is why I love animals more than people. :'(

I think with the right person she will trust again. It may take awhile for her to trust but watching her demeanor it shows she’s willing to love again.

I would love to adopt Frances. I live too far away. I’ve had dachshunds in my life. I hope she gets a home where she is loved completely. She deserves it badly. Poor baby. How was she found? Love you, Frances.

Frances proves how dogs love unconditionally. Look how sweet her personality is. She doesn’t hate people even though she was thrown like trash. I hope whoever did this comes forward and takes responsibility. Frances is precious. I’d like to put them the people responsible for this in trash bags and wait for the trash truck to pick them up.
