Former Animal Control Supervisor Taken to Jail For Cruelty Charges

The former Animal Control Supervisor for Boulder City, Mary Jo Frazier, was handcuffed and taken to jail today after the judge set her bail at $50,000 for the two felony counts of animal cruelty she was indicted for last week.  The charges came as a result of an investigation last year which showed she improperly euthanized two dogs.

An investigation began April 2015 after another animal control officer, Anna Inabnitt, contacted police regarding an 11-week old pit bull puppy named Lotus.  Frazier allegedly refused to give Lotus adequate food, medical care or pain management after the puppy came to the shelter with shattered teeth, a swollen head, and a broken hip.   She said, “We don’t spend money on pit bulls and because I’m going to stick her anyway,”  according to Inabnitt who currently is Boulder City’s Animal Control Supervisor.

The other dog in this case was Oscar, a dachshund, who belonged to Frazier’s ex-husband.  She took the dog into the shelter on her day off and told Inabnitt, that she was “tired of this dog pissing on the floor.”  She euthanized him and told Inabnitt that she was not to put Oscar’s name in the log book.

According to the detective doing the investigation,  the Boulder City Animal Shelter staff said Frazier killed animals for fun. The staff also said Frazier did not wait for the five day waiting period for owners to claim their pets and euthanized them illegally. The investigation also revealed 91 cases of unusual euthanizations by Frazier.   There are also at least more than 1,200 suspicious cases.

Former Boulder City Police Chief, Bill Conger, decided not to press charges after the investigation.  Instead, the city asked her to resign and the case was closed.  Frazier resigned and moved out of the state.  The public was outraged that nothing was done.  Protests were held outside City Hall.  Conger abruptly resigned in December 2015 after being on the job for only two years.

 Officials from Boulder City then sent the case to the district attorney asking Frazier be charged with 37 felony counts of animal cruelty.
Frazier has been ordered to stay away from animals while she is waiting for her trial if she posts bail.  Her attorney, Daniel Page, asked the judge to lower the amount.  She wasn’t able to post bail and is being held at the Clark County Detention Center.
Chief Deputy District Attorney Amy Ferreira believes Frazier killed many more animals.  “This is an individual who has engaged in this conduct repeatedly, who was told to stop.”
An attorney was present representing several people who had dogs who were put down by Frazier.
Frazier pleaded not guilty.  Her trial is set for September 12th.  She is facing two to eight years if found guilty of the felony counts of animal cruelty.  She could face additional charges.

    What happens to people in charge of animals? Killing them for the fun of it?! Never, EVER, allow her to have a pet. She’s not worthy of having an animal. She is cruel and a criminal. She’s as bad as those she arrested for animal cruelty if not worse. Thank God the people stood up and protested or she would’ve been arrested and charged. There is power when we work together.

    This happens more than you think. I worked at a shelter where the head woman had no problem killing the dogs either. I won’t say she had “fun” but certainly had no issues doing the dirty deed. IThanks for sharing.

    This story makes me sick to my stomach. Entrusting animals to a killer. I’ve worked in shelters and I’ve met a few who have no problems putting down animals. They don’t belong on the job! Why wasn’t she reported earlier? The police chief gives her a free pass instead of charging her with animal abuse. He needs to be charged too! What a sickening thing! People wonder why shelter workers hate people! This is why!! You see abuse all the time and when it happens by one of your staff, you can’t take it any longer! Let her rot!
