A cat who was covered in a “thick, sticky, gooey substance and suffering from chemical burns, dehydration and emaciation” and was near death when discovered June 17 outside of of the Philadelphia Animal Welfare Society (PAWS) clinic.
The cat has made a miraculous recovery!
Shivone Williams, 28, of the 1500 block of South Etting Street, South Philadelphia, dumped her seriously injured cat at PAWS. Last Friday, August 26, Williams was fined $500 and isn’t allowed to own any animals for 90 days.
The cat has been named Lumpy and is currently up for adoption. The PAWS clinic contacted Williams in June when they discovered the cat. Williams told them her cat escaped but also didn’t want him returned when asked.
“It has been incredible to watch Lumpy’s transformation in the 10 weeks since we found him,” said Melissa Levy, executive director of PAWS.
“Even being near death couldn’t stop his affectionate and playful personality from shining through, and he quickly won our hearts,” Levy said.

The laws must change for animal abuse and they must also be enforced. The penalties for animal abuse need to be harsher as well to deter people from hurting more animals.

90 days!!!!!!! That’s all she got for not being allowed to have a pet. Insanity! She shouldn’t be allowed to ever have a pet. She should also go to jail for what she did to Lumpy. Look at him. He suffered so much. Pa’s laws are surely a joke.

Pennsylvania is working on a new law, “Libre’s Law” to create stiffer penalties for animal abuse. Let’s hope the bill doesn’t get stalled.

Lumpy, I’m so glad you recovered. I’m sure you found a home by now. How callous can a person be? It’s people like this who make me despite people in general. How can you be so vicious toward your own cat? She has mental issues.

I don’t know if we will ever understand why people abuse or torture animals. There are those who do have mental disorders who abuse animals. That can definitely play a factor in a case. For those who don’t have any mental issues, I don’t know if we will ever fully understand their motives or actions.

What a joke. Lumpy is lucky to be alive and she gets a slap and even ask her if she wants her cat back. Seriously? Is this for real? Why would you offer a cat who was abused back to her owner? I don’t get it.
