One of the dogs involved in Bieler animal cruelty case
The Pennsylvania SPCA announced today that the owner of an unlicensed kennel in Lancaster County has pled guilty to 10 counts of summary animal cruelty.
Earlier this month, the PSCPA Humane Law Enforcement Officers cited Elam Beiler of Leola, PA, with 10 counts of unsanitary confinement and failure to provide veterinary care following a search warrant executed the day prior after a tip from Pennsylvania’s Dog Law Enforcement Office.
When the officers originally saw the dogs, they were found to be living with untreated medical problems including significant eye and ear infections. Two of the dogs still require treatment. The dogs were also living in unsanitary conditions as well. The PSPCA seized 10 dogs at that time.
Beiler has been fined $50 for each count of animal cruelty.
“The PSPCA is pleased that Mr. Beiler has accepted responsibility for his actions and that these animals have found justice. As a result of our work, a majority of these dogs were able to spend the holidays in happy, warm homes,” said Pennsylvania SPCA CEO Jerry Buckley. “
Do you think the fine is a sufficient punishment for this crime of animal cruelty?
That is complete B. S. lets let that guy get infections and go without any treatment or help and see how he feels. He should have served jail time and had his rights to keep all types of animals and fish revoked.

I am beyond disgusted with this penalty. What a laughing joke this is. He knew he would get this fine. That’s why he pled guilty. The laws are NOT protecting the animals.. Time to change them!
PA Law stinks! A $50 fine. What does that do to deter animal abusers? NOTHING!
What good will this do? A slap on the wrist and he’s right back to where he started. Ridiculous.
Is this a joke? What does this miniscule amount of money do to stop puppy mills from hurting animals or forcing them to live with severe infections and unsanitary conditions? He’ll go right back to abusing more animals. Wow. $500. That’s a drop in the bucket for puppy millers. The PSPCA needs to get real. You can’t take this seriously! The only way to end this is to make puppy mills illegl!
Very well written post but I disagree with the fine! That’s absurd! That will do nothing to help the dogs. Why would judges decide such a ridiculous outcome?
